What is Tick-Tock Tobias?

The opening clock fight shows an alarm-clock character with a round face, bell caps, white gloves, and brown shoes. The arena is built from giant gears and a clock face. A short no-hit clip of the same fight shows a pink spiky object near the boss, and its thumbnail carries a red card reading TICKED OFF. That card was not confirmed as an official name. Early frames label the weapon PEA BLASTER. One frame shows HP 4 and another shows HP 5, so those numbers describe the recordings, not a fixed starting health.
